But even still, most people are not in a situation where they're experiencing catastrophic medical problem/debt + job loss + foreclosure + spouse stealing all their savings+ victim of flood or fire or tornado + etc. all at the same time.

Most people experience a kind of slow slide further and further toward complete devastation. And it's compounded by bad choices: not pursuing education, having a job vs. career, having children they can't afford, getting caught up in illegal activities, not saving money, wasting their money and time, staying in bad relationships, and whatever else.

why can't she keep the money from the fund? besides paying taxes on it if it's viewed as income?

Parents whose children spend time in foster care have to pay the state back...basically its child support. The state goes after any source of income they can. Of course there are rules around what they can and cannot take and how much. But basically, as long as you don't give up your parental rights they will go after the parents.

So her getting the extra money is not really the best way to go about it. Like someone said, having a trust set up for the kids or whatever would be better.

Well, then I must not be most people, we went from Middle class to no class in less than a year. Someone in my family had to stop going to the hospital for cancer prevention work ups. But I guess, were probably not most people.

@Maysay, I'm definetly prevention is better than the cure type of person. But after life slapped the ish, out of me, I had to put things in more perspective.

i do agree that at some point, prevention to more pregnancies should be discussed. people will do what they want, but does not mean you cant discuss it. i have had conversations with plenty of women who i come in to contact with due to my job about it.  

also, not all shelters are bad. there are many well run programs with structure and stability that are set up  to try to help families & individuals while they are in transition.
