Think about his track record. If in the past he has always given you your money back (or reimbursed you for your expenses) then I wouldn't make him sign anything but if he has proven himself to untrustworthy then I wouldn't loan him anything that I can't afford to lose. I would either give him a couple dollars towards the 1K or I would make him sign the promissory note (and I would ONLY give him the money if I truly believed that he needed it i.e. he needed to get his car out the impound so that he could go to work).
