I actually wouldn't have a problem with the OP if:
1) The men were faulted in the situation as well. The woman can't impregnate her damn self.
2) It wasn't attributed to just black women. Growing up where I grew up, you see that women of all kinds do it.
3) I wasn't against telling people what they can and can't do with their bodies.
Also, the solution definitely isn't cutting one's good stamps. Why starve these poor children cuz their parents made poor choices.

I dont think a person has to be well off before they decide to have kids but they shouldn't bring kids in the world if they are financially struggling. Or put themselves in a position where they could bring children into said situation via unprotected sex. Whats wrong with having kids in your 30s? or even 40s?....Id prefer that over 15y.o's....Lets bring back the 60+ year old grandmas

Does preaching abstinence work? How about giving people condoms? You have a couple of guys on this very forum who say they don't use condoms because of the way they feel. 
Condoms are free, BC is available but people still makin babies. So I don't think it's working. Maybe we should try something that works.
