Because typically they are handmade. It takes workers a really long time to stitch all of those little hairs onto the lace. The cost of the lace itself and the hair isn't what makes them so expensive, rather the intense labor that goes into making them. It's a far more daunting task than wefting hair.

Closures, especially silk closures, are extremely time intensive to manufacture. There isn't a magical machine that creates closures, they have to be hand made. I visited a few factories in the rural countryside of China, and even their labor costs to create closures, where labor is very cheap, are very high. Often the workers have to take closures home to work on them. Just think, each and every hair is hand ventilated onto the base, so even at $3-4 per hour for labor, add the manufacturers profit, then if you buy from an AV, add their profit which is small, and there you have your high cost. To save money, it's always best to go with a lace closure. With high labor costs, there really is no wholesale market for silk closures which is why many companies don't even bother selling them.
