Go to SALLY's. It's a salon supply store for lower end salons and the general public. Wella, Clairol Professional, Ion Color Brilliance are all hair dye brands that lower end salons use that you can buy there along with swatchbooks . You can also buy the Salon Care (SALLY's) brand developer in liter, quart half gallon and gallon sizes from volumes 10-40 in liquid and creme. Please note that salons only buy the creme hairdye; it's easier to measure, mix and it's more sanitary to store unused portions of hairdye.
