Im not sure of his specific tattoo inventory but we know his arms and chest are tatted to high hell.
If its not his hand, she def wanted it to insinuate that it was. There arent any good shot of both arms to compare.

I think Riri (or Sia for Riri) is talking about that profound twin flame kinda love (especially with the burning guy at the end), and I think the video shows/reflects the oft chaotic experiences/emotions that go with it
