Stacey Campfield, Tennessee GOP Lawmaker, Wants To Tie Welfare Benefits To Children's Grades

Tennessee state Rep. Stacey Campfield (R) introduced a bill this week seeking to make welfare benefits contingent upon the grades of a would-be recipient's children.

Campfield's legislation, filed Thursday, would "require the reduction of Temporary Assistance to Needy Families (TANF) payments for parents or caretakers of TANF recipients whose children fail to maintain satisfactory progress in school." TANF is more commonly referred to as welfare.

Under Campfield's bill, welfare recipients would face a loss of benefits if their children showed poor academic performance. It's unclear how these factors would be tied to one another, or how the children's performance would be assessed.

In a blog addressing his proposal, Campfield calls his bill a measure to "break the cycle of poverty." According to Campfield, education is a "three legged stool" comprised of schools, teachers and parents. He claims the state has adequately held the first two legs of the school accountable, but argues that it should apply more pressure on the third.

"The third leg of the stool (probably the most important leg) is the parents," Campfield writes. "We have done little to hold them accountable for their child's performance. What my bill would do is put some responsibility on parents for their child's performance."

Campfield has been a pioneer of creative ways to target beneficiaries of entitlement programs in the past. He was a driving force behind failed efforts to require Tennesseeans seeking government benefits to first pass drug tests.

He was also the legislator behind Tennessee's controversial and ill-fated "don't say gay bill" in early 2012.

There was another thread on this...

I think it has the same problem that other laws have had...putting parents in jail or on probation (because their children are truant) or cutting their benefits (because their children are not progressing) just makes it harder for parents to care for their children.

And as someone else brought up in the other thread, this makes the family's well being the responsibility of the child. As much as it shouldn't be interpreted that way, I can just imagine the abuse that will be handed out to kids who are causing their parents' benefits to get cut.

the govt kinda does that here....it seems to work...kids have to be in school for a certain number of days per month is part of the requirement for staying on what would equate to welfare in the US. parents dont want to lose that check, so they do whatever they need to, to ensure kids go to school. thats just one stipulation to receive the benefit though, so

and what about the teacher's responsibilities? the lack of funding for low income public schools?

 totally against this proposal but i'ma play devil's advocate and admit that I wouldn't be adverse to them tying welfare benefits to parent participation in ptas and children's turning in homework with parent's signature. if they're at home all day, they need to be involved.

I agree that parents should take a more active role in their child's education, but I don't like this.

how one measures "satisfactory progress" is based on standardized testing which carries a certain bias.

i can see some teachers/admin being biased towards these children that NEED to do better in order for their families to get the assistance they need.

say this law goes into effect, and a family gets their check cut. the lack of resources would directly affect the child's performance in school, and make it harder to be successful academically.

I can see parents/grandparents blaming the child for not doing better, yet not helping them achieve better academic success b/c they can't (or even won't) help. this puts an unnecessary burden on children

i just feel like it is overreaching by the gov't and making assistance dependent on these factors that shouldn't be there.

added: the bill doesn't take into account the inequalities in the schools that would contribute to performance being "satisfactory" or "unsatisfactory"...

Its going to cost more money to implement a law like this than the money they would be saving from cutting benefits
