Could it be that roxie doesn't remember saying something mean to her in the past that hurt her feelings? 

Kinda like people who confront their bullies years after the fact and the bully has no idea why they're upset. 

This is not an affront to roxie. Just playing devil's advocate here.

thats possible but why not refresh her memory? 

in the PM roxie stated that she didnt recall... but instead of stating what exactly was said she continue to say crazy things. 

and no matter what was said, she has wished death upon ppl.. 
its never that serious when its a bunch of people you will never see/meet/dont affect your life.
