Even if your skin doesn't need foundation ie evening out, blemishes/marks/dark circles to cover
Some translucent powder could still help with oiliness/shine
Tiny bit of blush, some mascara, some eyeliner, some gloss can add polish without looking garish

Do you all believe that there are women with,
Bemish/acne/scar/bump free skin Even toned skin (no dark circles, etc) Naturally full and thick eyebrows (arched, no pencil or powder added) Naturally long eyelashes Even skin (not dry, not oily or shiny)
...
In which case, for that type of woman, do you all think she 'needs' makeup as well and if so, what kind of makeup would you all suggest she wear?
I'm just wondering .

sure. a lil blush..why? bc everyone needs color added to their face and nobody [esp. ppl of color] have naturally flushed cheeks 24/7
and fyi i dont wear makeup everyday but i think i should. and i probably will once i start working.
eta: like coconess said you could still line your eyes every once in awhile...ive only met one person irl and it was a man whose eyelashes were so dark they made him look like his eyes were lined. it was pretty. he hated it

she could still benefit from blush, liner, lipstick with gloss on top, mascara (even if she has naturally long lashes.. she could always benefit from more) a light coverage powder to make her look more polished, contouring.. and probably some more things..
everyone could benefit from makeup...

there is always room for improvement.
using such improvements doesn't mean you were a 0 to begin with.
I feel that a lot of ppl think.. if you say something like "everyone can use a little makeup" its like your throwing shots around. it really doesn't have to be that deep. IMO.
