i've used surge when i was wearing braided styles and it did work for growth. wearing braids - especially if they're too tight - can be murder on your temples, trust me I know. 
i purchased my surge from my local bss....
it works, but you've got to use it religiously.

 What BSS did you find surge in?   I wonder if they have it in the city I live in?

I use Surge.  I don't get crazy growth from it, but I'd say I went from 1/2 inch a month to hmm ... almost 3/4inch?
 
To answer your other questions:
Yes you do lose the growth when you stop.  By that I mean, you go back to your normal growth rate.  Surge can dry out your hair, so it's best to keep your hair extra moisturized.  A few folks experience some burning on their skin, but I never did.  Just increased itching which is off and on ... and goes away when I stop using Surge.

some people at this website find surge at walgreens or at their local beauty supply stores.  Me, on the other hand did not find luck to find surge at any walgreens near me, but i know a BSS that sells it 10 minutes away from where i live.

to answer your question justlikeme:
 
Do you lose the growth you've gained when you stop using the product?  (Is it like that Rogain stuff???) i'm still using surge on my temples so i wouldnt know if it would stop growing if i discontinued
 
Does it have any effect on your hair, i.e., dries it out, makes it crispy, etc.?
surge is a protein growth aide and can be very drying to the scalp, thats why i add a lil bit of wild growth hair oil to the surge.
