In fact, it might be better for you not to tell w/o her permission, and just encourage her to talk to her parents or the police. But the best thing you can do, imo, is encourage her to go to rape counseling and go sooner than later. It's free in many places.
I'm torn because she is a minor, but she is also a teen. idk.

First off, you got a messy life. Clean it up with some condoms, please.  And fuck that dude uuuuuuuuuup. Get the police on him. They won't do anything, beat his ass. If he gets jumped, I wouldn't be mad. I support jumping when the proper asswhooping is in the direction of a criminal.
