There's also an anti-sword carrying law in Japan from the EDO period, so that may have something to do with it.

That and the fact that a lot of the old underground ways are being targeted hard. Just look into anti-yakuza activities in Japan and you'll see. They've already been run out of the sumo wrestling industry and are constantly being targeted by "community laws" as well.

Well Westernization can be blamed for the sword law but not for what's happening to the Yakuza.

Well getting rid of a crime syndicate is a lot harder than phasing out a fighting style or an "above board" and respected group of society (samurai). As long as there's a black market, a shipping industry and an entertainment industry in Japan, there will always be Yakuza.

no they don't say ninjas for black people. But I'll never forget the first time I went to Tokyo and saw a sign in front of a club that said "we play black ppl music!"...and they didn't mean it negatively haha. I definitely did a Shocked when I saw that sign.
