I don't think its inappropriate, but its not a cute outfit either.  Those knee highs look dumb.

I think the knee highs are what did it in. That looks like a stripper getup. I did a double take when I saw it.

the only thing that caught my eye as suspicious are those knee high socks which is rediculous now that i think about it because i feel like i am only thinking that because this was/is a recent trend for playboy bunnies as well as the recent trend in ruffled boy shorts for ladies.  which i am thinking is geared toward men who want to see their grown woman dress like a little girl.  smh. 

but actually there is nothing wrong with this outfit imo...ruffles and knee highs knit socks were/are for little girls.
