Y'all better recognize.
All these efforts are no different than convincing poor black people to leave their homes, redistricting voting districts to allocate money to their neighborhoods, sterilizing black women...etc., etc. Today they have found new ways of bringing up their evil ways of the past.
This is war on the poor and wealth redistribution upwards on a greater scale.

ETA: essentially, this comes off as racial profiling being condoned in NC. If they're saying that although AA's only make up 12% of the general population but half of their welfare recipients are AA's...how do you go about confirming or denying that the customer buying tix is on welfare? And all someone has to do is go to a different store. I went to college in NC, it's not like there's only one store in all of NC that sells lottery tickets.  **yikes...sorry I meant to add this on my original post

Can you explain this to me like I'm 5? I feel like I must be...missing something...on purpose? or just failing to see due to my own bias? Idk. Here in cali I know there was a debate about people using their ebt cards (ie welfare cash assistance) at casinos. I'm not sure what came of it, but I don't see a problem with banning a person from using their assistance money on gambling...or cigarettes...or alcohol...or pet food. How does this play into a war on the poor? I'm asking seriously.
