That's a tough question, too. I don't think it has much to do with age, but more so the child's sexual maturity and understanding as to why it would not be "appropriate" to do that.
TBH, I think I still sometimes sat on my dad's lap when I was around 12-ish, but I really was not aware that there was some kind of sexual connotation to a pre-teen doing that. That action simply was not viewed as inappropriate. The only reason why I stopped is because my father just explained that I was getting too big and I might bust his legs, lol.

Also, I'm not going to look at an image of a man in a bath tub with a little girl and immediately think that they are wearing bathing attire when no bathing attire is viewable...
Also, there are bubbles in the tub. My first inclination would be that he were bathing - not swimming. I have never seen bubbles in a bath tub.
As for who took the picture, a tripod, maybe? Another sick friend of his? The possibilities are endless, really...
...but as I said, dramatics and trolls...
Only in BHM world do bubbles and naked people = swimming.

I sat on my grandfather's lap around that age too whenever he came to visit. Like Black Santa Clause There was not sexual connotation either. He sang us a song and ish We stopped around that age too

It's not about what ages children should/shouldn't be doing anything. This is putting the responsibility on the child to somehow 'know better'. It's about the perversion amongst adults - mainly men - in our society who prey on children, and them not having a moral compass to behave properly.
I don't think that little girls shouldn't have close relationships with their daddy. I'm a daddy's girl - I sit on my dad's lap, I kiss him, I give him bear hugs, we dance together, I talk to him while he is on the toilet, I hold his hand - the difference is that my dad is decent.
Too many people aren't decent, so allowing them to interact with children in certain ways gives them unlimited access to harm them.
