from my experience Johnsons baby lotion (original pink bottle) works for me.  Its been 2 years no problems.  If its good enough for baby skin its good enough for our sensitive dry flakely skin.

Cetaphil lotion or cream. says it doesn't cause breakouts---and they don't--i've been using it for a few years.

U can get it at Walgreens, Walmart...

I highly recommend Mario Badescu's moisturizer for Dry, Sensitive skin. A little goes a long way. It's about $20 and you can get from places like Nordstom or online. I use it mainly in the winer and Oil of Olay sensitive skin moisturizer in the summer. The product is marked DS for dry,sensitive.

i would say cocoa butter. i have sensitive/dry skin and a lil bit helps alot.

I use clean and clear, and I have the most dry sensitive skin most people have ever come in contact with, and this works...its in a white and purple bottle

Eucerin extra protective spf 30 for sensitive skin moisture lotion. one you wash your face...will its still damped apply a small amount to both cheeks, forehead, chin....and massage going in.
