People who have other options don't put their children in DC public schools. Unfortunately, the majority of students in DCPS (nearly 75%) live below the poverty line. Also note that charter schools' graduation rates are not factored into the public school statistics.
So much to say, so much work to be done.
And obviously, it's a huge issue, but I don't understand why a city's dropout rates are being compared to states' dropout rates in the first place.
