Well do you have a list?  

Here is my list for Blacks. It is based on 1) Development index 2) Average Black income 3) Percentage of Blacks and potential discrimination 4) Opportunity for social and economic advancement and 5) Perception. This is not scientific, and is just my opinion.

1) North America - Canada, United States, etc.

2) West Africa - Ghana, Nigeria, etc.

3) Western Europe - UK, Germany, Scandinavian countries, etc.

4) Southern Africa - South Africa, Tanzania, Botswana, etc.

5) Caribbean - Jamaica, Trinidad, etc.
