I can't see myself ever doing that.  A guy goes for what he wants, even if he has to do it in an indirect way (asking his friends to drop hints, sending an email, etc....)

Could I ask for his number? Yes. Would I take him out? No. To me it seems like if he isn't paying then we're just friends. And if I already had to make the first move then damn sure he'll be picking up the rest.

I don't have a problem asking a guy out or paying for the first date. Reason being, guys are often intimidated by beautiful women. Not to mention that if a guy is asking random women out you need to run because all he's after is sex (any guy will confirm this theory).  Moving on, now the reason I don't mind paying for the first date is simple...spending $20 - $30 on a man makes a good first impression.  It makes you stand out and makes him feel like you're not after his money. Noteworthy, after the first date you need to make him pay for every date you all go on up until the point that you're a couple and you feel comfortable enough with him to sponsor an outing.
