Although crack is illegal, Brazilian officials view the problem as a public health matter in which the state has a paramount role in helping break addictions.

Portugal does the same thing. Drug addicts are not sent to jail but treatment. They also made all drugs legal.

That's hardly new in Brazil. I've been reading/hearing about it for quite some time. It's kinda sad to see 12 year olds strung out like that. It strikes all ages

You still wanna smoke crack for 100,000?
Look at Brazil trying to act like their justice system is fair and humane. Money sure does talk. I've seen several docs on the Brazilian law system and they can miss me with the wannabe caring, human face of the epidemic. They just don't have space in their prisons.
