This isn't new...it has been happening in Brazil..they are just shedding light on it now because of the two major events. I'm surprised they aren't highlighting the random kidnappings that happen there, where robbers will kidnap you at gunpoint and take you to a bank to withdraw all of your money..and they let you go afterwards. The police don't do anything about it. During the World Cup and Olympics despite the beefed up security..there will be issues.

Although crack is illegal, Brazilian officials view the problem as a public health matter in which the state has a paramount role in helping break addictions.
“We don’t put drug users in prison,” said Leon Garcia, a senior expert on mental health and drugs at the federal Health Ministry. “We have alternative penalties for these people because we don’t believe prisons are the best places to treat them

| That's what I thought, I'm not surprised at all by this. They've already been pushing the poor into the outskirts like Bahia because of the Olympics and drugs and violence have skyrocketed.

YUP. They have now placed very opaque panels along the highways with drawing on them so you don't have to worry your pretty little head about the Favelas you are driving by in Rio on your way from the airport.
