Ofcourse not - it's never too early. I just had a recent conversation with a friend who told me her son (around 5 years old) went to her and told her that his friends (also around 5 y.o) were talking, , in graphic and explicit detail, about wanted to have sex with a woman. Kids are learning and engaging in sex at much earlier ages largely due to the high amount of sexual messages our kids are being exposed to today.
IMO, the earlier the better. So, start now. When you give them "sex talk," keep in mind their ages, their previous knowledge of sex, their behaviors displayed, etc. I have some training and experience giving sex education (including STD/STI prevention, protection, etc) to youth, so shoot me a PM if you need some resources. There are a lot of great books on this topic that parents can use when giving their children sex education.)
