You can easily learn on your own. Its been a really long time since I've done that stuff but I'm sure others will chime in.

You're better off learning on your own.

there are apps and wizards to help set up a basic storefront or blog

but if you are creating a new e-service, for example then you'd need some help

if it's brand new, I would get a patent on it before getting anyone's help

after you have a good patent, you can easily get others to work on it, there are a bunch of websites for hiring programmers

I'm currently learning right now. I have a subscription to lynda.com, taking a web design and development class at a local college and trying out some tutorials on w3schools.com. Good luck!

What kind of website are you trying to build????

There are so many templates and DIY tutorials out there, that you really don't need to go to school for it, unless you are trying to start a company that specialises in web design for lots of clients, or work full time in web development. If you just want to make your own blog, website or even a php forum similar to BHM, you do not need a formal qualification or hundreds of hours of studying. You can get instant, slick templates that you can customise to your needs.

What are you working on? If you are a little bit more specific, people will start chiming in more with relevant, helpful tools and info.
