LOL No.  It often comes up as one of the symptoms when discussing things like Bipolar disorder, personality disorders (paranoid and borderline).   I think schizophrenia as well but not as sure on that one. 

Not regular hoISMLOL. 

"Inappropriate" hoISM - example, trying to fck your sisters 15 yr old bf right in front of the whole family on Christmas Day and looking around at everybody like "my bad, i'm horny, don't mind me".
