Yes, millionaires that do no work in industries linked to the government. Its possible. I'm related to a couple on both sides.

Yes there are people who are independently wealthy. They do not tend to run for political office unless they want to end up dead. I am not saying they are all corrupt but can say it applies to 99.99999% of them.
This corruption is pervasive and trickles down into everything. Just to get anything done you have to bribe someone, even the genuinely honest people who want to do business have to do this. It is very blatant and they act like it is their due.
